  While the last update was a year ago now (May 2025); this is a really handy tool to unravel VPN ownership, relationships and an overall overview of any 'shadiness': https://kumu.io/Windscribe/vpn-relationships TL;DR is that Express VPN and PIA are both owned by the same company (Kape), while Surf Shark is owned/operated by Nord Security (parent of Nord VPN). If you care about any of that, Mullvad seems to be the only ISP without any glaring issues. But honestly, if you're just running on Windows and want something predominantly for anonymous torrenting - any of them should be sufficient; just get whichever one offers you the best deal (and make sure you set a reminder to cancel well in advance of getting billed). FWIW I was on Nord VPN for ~6yrs before switching to PIA last year (for a very similar offer).
